Vladimir Putin is using Ukraine as a "testing ground for his experimental missiles" and has no interest in pursuing peace, NATO's Secretary General has warned.

Former Dutch Prime Minister Mark Rutte addressed the 32 foreign ministers of NATO member states on Tuesday, ahead of ongoing discussions about Ukraine set to continue on Wednesday.

In a letter submitted before the talks, Ukrainian Foreign Minister Andrii Sybiha stated that his country would be fully satisfied if it achieved NATO membership.

During his speech, Mark Rutte emphasized that the Russian president shows no interest in peace and is intent on seizing more territory.

He added: "Russia's aggression shows no sign of abating - just the opposite - Putin is ramping up his rhetoric and reckless actions. He is using Ukraine as a testing ground for experimental missiles and is deploying North Korean soldiers in this illegal war."

It remains unlikely that NATO will extend a membership provision to Ukraine, as member states like Slovakia and Hungary remain resistant to the idea. Both countries maintain friendly relations with Russia.
